Here is the picture of the MEI in the example shown by the table on the previous page. the interest rate is on the vertical axis and the amount invested is measured on the horizontal axis. Notice that, if the interest rate goes all the way down below 1%, some very large projects could become profitable -- in this case, the subway system would actually be profitable if the interest rate were low enough. So the amount invested has been shown on a logarithmic scale -- what news announcers like to call "a sliding scale" or "an open-ended scale" -- so the amount invested goes up by multiples of ten, from 10 million to 100 million to 1 billion. Otherwise, the subway system would be off your screen.
