is just that profit-oriented private action will not supply a public good, and
even that must be qualified if the group of beneficiaries is small enough to
conspire. Economists have traditionally not considered philanthropy, since it
does not fit well with the "economic man" conception; but for some information
services, such as public libraries and schools, philanthropy has been an
important source of supply.
